Our speaker will be Colonel Charles D. Nicol, USMC Commanding Officer, 1st Marine Corps District

Colonel Charles D. Nicol Jr., Commanding Officer, 1st Marine Corps District

Colonel Nicol is a native of Canon City, CO. He graduated from the Navy’s Recruit Training Command in 1995. While a recruit, Colonel Nicol was selected for an NROTC scholarship.

In 1995, Colonel Nicol was transferred to the Fleet Anti-Submarine Warfare Training Center, San Diego, for primary training. While attending primary training, Colonel Nicol graduated from Sonar Tech A-School, Basic Acoustic Analysis, and Digital Electronic Training. He was also promoted to the rank of Seaman.

In 1996, Colonel Nicol transferred to the Marquette University NROTC Unit and was placed in an inactive reserve status.

Colonel Nicol was commissioned a Second Lieutenant upon graduating from Marquette University in 2000 with a Bachelor of Arts in History. He also graduated from The Basic School in 2000 and the Army’s Armor Basic Officer Leaders Course in 2001.

Colonel Nicol served as the 2d Platoon Commander for Company D, Executive Officer for Company C, and Battalion Legal Officer, 2d Tank Battalion, 2d Marine Division, from 2001 to 2004. During this tour, he deployed in support of Operation IRAQI FREEDOM I.

In 2004, Colonel Nicol was assigned to Recruiting Station Phoenix, Eighth Marine Corps District, Western Recruiting Region, where he served as an Officer Selection Officer-Phoenix. In 2004, he was promoted to Captain. During this assignment, Colonel Nicol was awarded as the District Officer Selection Officer of the Year for Fiscal Year 2006 and received the Centurion Award for contracting over 100 officer applicants. Additionally, he completed the Amphibious Warfare School Phase I seminar program.

In 2007, Colonel Nicol attended the Expeditionary Warfare School.

In 2008, Colonel Nicol transferred to the 2d Tank Battalion, 2d Marine Division, where he served as the Commanding Officer Headquarters and Service Company and subsequently as the Battalion Operations Officer and Battalion Executive Officer. During his tenure with 2d Tank Battalion, he completed another deployment as a Brigade Combat Operations Advisor with the 2d Iraqi Brigade, 1st Iraqi Division.

In 2010, Colonel Nicol was transferred to Expeditionary Warfare School, Marine Corps University. Additionally, in 2010, Colonel Nicol was promoted to the rank of Major. During this tour as a career-level school instructor, Colonel Nicol served as the Academic Plans Officer, a Faculty Advisor, and a Program Director. For Academic Year 2015-2016, Colonel Nicol was a finalist for the Marine Corps University Rose Award. This award is presented to the most outstanding educators within the University. Additionally, Colonel Nicol completed the Marine Corps Command and Staff seminar program.

In 2013, Colonel Nicol assumed command of Recruiting Station Dallas, Eighth Marine Corps District, Western Recruiting Region. During his three-year tenure as the Commanding Officer, Recruiting Station Dallas was designated as a Commandant of the Marine Corps Superior Achiever for Fiscal Years 2013 and 2014.

In 2016, Colonel Nicol attended the School of Advanced Warfighting and graduated with a master’s degree in Operational Studies.

In 2017, Colonel Nicol was transferred to 2d Marine Division, where he served as the G-3 Future Operations Officer and the Plans Officer. In 2017, he was promoted to Lieutenant Colonel.

In 2018, Colonel Nicol assumed command of the 2d Tank Battalion, 2d Marine Division. During his tenure, the 2d Tank Battalion was the 2019 II Marine Expeditionary Force Lieutenant General Chesty Puller Outstanding Leadership Award recipient.

In 2020, Colonel Nicol attended the US Army War College and its Advanced Strategic Arts Program, where he graduated with a master’s degree in Strategic Studies.

In 2021, Colonel Nicol transferred to Joint Special Operations Command, where he served as an operational/strategic planner and served as the Task Force Liaison Officer to US Central Command. In 2022, he was promoted to his current rank.

Colonel Nicol’s decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with two Gold Stars, the Navy-Marine Corps Commendation Medal with combat distinguishing “V” device and one Gold Star, the Navy-Marine Corps Achievement Medal with one Gold Star, the Combat Action Ribbon, and the Presidential Unit Citation.

Matthew Alilionis is the Regional Training & Exercise Coordinator for CISA Region 2, which covers NY, NJ, Puerto Rico, and the U.S. Virgin Islands. He oversees Bombing Prevention and Surveillance Detection classes as well as developing and facilitating tabletop exercises for the public and private sector.
Before joining CISA, Matt worked with the New York State Division of Homeland Security & Emergency Services (NYS DHSES) in the Office of Emergency Management. He began in 2018 as Regional Coordinator of Response for Long Island. This led to a promotion to Regional Director of New York City, where he held that position longer than any predecessor. Matt was responsible for directing and coordinating planning, requests, reporting and response with city, state, and bi-state authorities during emergencies and major planned events. This included identification and deployment of state resources, interoperable communications, cellular network assets, response staff, and mobile and temporary command posts.
His additional duties included agency liaison to NYPD Counterterrorism Division’s Interagency Intelligence Team, agency liaison to the US Coast Guard’s Sector New York and Sector Long Island Sound Area Maritime Security Committee’s, as well as numerous local committees on critical infrastructure and intelligence sharing. Matt also served on the Executive Steering Committee of the United Nations General Assembly from 2019 to 2023, the region’s only yearly recurring National Special Security Event. Matt’s role as Regional Director also saw him as the State Point of Contact for New York City’s SEAR 1 and 2 events (40% of the Nation’s SEAR Events).
During the COVID-19 pandemic, Matt was New York State’s liaison to FEMA for New York City, Branch Director at the Javits NY Medical Station, and Incident Commander of Aqueduct and Yankee Stadium Mass Vaccination sites. An experience he will never forget, it really hit home the importance of agency collaboration.
Earlier in his career, Matt served with the Garden City Police Department first as a Police Aide, and then as a Dispatcher. In addition to his regular duties, he frequently assisted the executive staff with planning for sporting events, special events, and major construction projects. This was Matt’s first experience with Emergency Management, having worked during Hurricane Sandy and liaising with the Nassau County Office of Emergency Management.

Allen L. Bode began his career as a prosecutor in 1997 at the office of the Queens District Attorney, where he prosecuted armed robberies, arson, and economic crimes. In 2003, Mr. Bode joined the United States Attorney’s Office (“USAO”) for the Eastern District of New York (“EDNY”), where he served as an Assistant United States Attorney until December 2021. During his tenure as a federal prosecutor, Mr. Bode served 17 years in the Long Island Criminal Division, investigating, prosecuting, and winning at trial and on appeal in every type of case, including complex white-collar frauds, international cartel drug importation, child exploitation, physicians illegally dealing controlled substances, robbery, and murder. In 2016, Mr. Bode was appointed as a Deputy Chief in the Long Island Criminal Division of the USAO. In 2020, Mr. Bode was appointed Chief of the International Narcotics and Money Laundering Section of the USAO in the Brooklyn Criminal Division, where he served until his appointment as Chief Assistant District Attorney in Suffolk County.

During his career as a federal prosecutor, Mr. Bode was awarded the 2005, 2007, and 2009 Federal Prosecutor of the Year Award by Parents for Megan’s Law; the 2009 Investigator of the Year Award by NY/NJ Federal Law Enforcement Foundation; and the 2011 and 2020 True American Hero Award by the Federal Drug Agents Foundation.

Mr. Bode received his Bachelor of Arts from Western Washington University and received his Juris Doctor from the University of Chicago School of Law.

John J. Mueller comes to the MTA after 28 years of service at the Yonkers Police Department. Mueller oversees the more than 1,000-member MTA Police Department and is responsible for patrolling and securing the MTA’s operating region, which stretches from Montauk to Poughkeepsie.  

Mueller began his law enforcement career 1992 with the NYPD, joining Yonkers PD in 1994 as an officer in the 4th Precinct. Mueller rose the ranks over the years, leading to his 2019 appointment as Police Commissioner. Among his many credentials during his recent ten years at Yonkers PD, the City of Yonkers saw a 45% reduction in crime through a hyper-focused, precision policing philosophy. This reduction has been credited to focused community engagement by officers, a program Mueller pushed during his time as the Commanding Officer of the 4th Precinct.  

Born and raised in Yonkers, Mueller holds a graduate degree from John Jay College of Criminal Justice in New York City. He has attended the Police Executive Research Forum, the United States Naval Postgraduate School’s Center for Defense and Homeland Security, and the FBI National Academy. He has been married to Donna for 28 years and has three sons: Jack, Sean, and Shane.

Our guest speaker will be Bruce Blakeman, the Nassau County Executive. A former Hempstead Town Councilman, Presiding Officer of the Legislature, Port Authority Commissioner, and advocate for law enforcement, Bruce Blakeman is using his experience to make Nassau County an affordable suburb and emblem of the American Dream. As Hempstead Town Councilman from 2015 to 2021, Bruce Blakeman voted to cut property taxes for multiple years. He approved budgets that earned the Town of Hempstead among the highest Wall Street credit ratings. Bruce previously served as a Commissioner of the Port Authority of New York and New Jersey in the aftermath of 9/11, where he fought to secure our airports, bridges, tunnels, ports, and facilities across the metropolitan area. As Executive Director of the New York Police Chiefs Benevolent Association, a member of the Crime Stoppers Board, New York COPS Foundation, and Deputy Counsel to the Federal Law Enforcement Officers Foundation, Blakeman has worked with our police, not against them. Beyond the elected office, Blakeman is an attorney who practices law before the United States Supreme Court, New York, and New Jersey courts, the United States Court of Appeals, and the United States District Courts, Southern and Eastern Districts of New York. Mr. Blakeman is a California Western Law School and Arizona State University graduate. Bruce was born in Oceanside, raised in Valley Stream, and resides in Atlantic Beach with his wife, Segal.

Our guest speaker will be Justin McCaffrey, Commissioner of Public Safety for the Town of Oyster Bay, NY. Justin is a retired Sergeant from the NYPD and has also been a veteran of the Massapequa Fire District for 31 years. 

As the current Commissioner of Public Safety for the Town of Oyster Bay, Commissioner McCaffrey’s Department of Public Safety coordinates all available Town resources under one umbrella to develop and implement unified safety and security measures to prevent, mitigate and manage incidents, both natural and man-made, that threaten the quality of life of the residents and the critical infrastructure of our communities. Through its three divisions, Security, Emergency Management, and Marine Enforcement, the department works closely with local, state, and federal agencies to address security issues, plan and prepare for disaster response and recovery, and strengthen the Town’s responder capabilities.

Commissioner McCaffrey will share his extensive emergency management expertise with the membership.

Our guest speaker will be Mike Sapraicone, Candidate for Congress, retired New York Police Department Detective, community volunteer, small business founder, and nationally recognized security expert. Mike served in the New York Police Department for 20 years, starting as a transit officer protecting millions of subway riders.  Mike saw first-hand the impact of crime on New York’s economy and the need for businesses to have a private security option. With this in mind, he started Squad Security to provide security services to New York-based companies, including the American Stock Exchange.

 Since retiring from the NYPD in 2000, Mike grew this small business into a global security firm in the heart of Long Island and employed over 600 active and retired members of law enforcement.

Mike was raised in Richmond Hill and attended Holy Cross High School in Flushing. He has continued to be involved at Holy Cross High School as a member and Chairman of the Board of Trustees. Mike has served as president of the Seaford Union Free School District Board of Education and is a Museum of American Armor senior trustee. Mike is also on the boards of Tomorrow’s Hope Foundation, Mount Sinai South Nassau Hospital, Catholic Youth Organization, and the Columbus Citizens Foundation, for which he Co-Chaired New York City’s Columbus Day Parade. Mike has been a member of the National Association of Chiefs of Police, Associated Licensed Detectives of New York State, and the American Academy for Professional Law Enforcement.Mike has frequently appeared on NBC’s Today Show, WINS Radio, NBC-TV, Fox News, Court TV, MSNBC, and CNN. Mike has also served as an expert on public safety and security issues in leading newspapers like the New York Times, New York Post, New York Daily News, and Long Island Business News. He also hosted “Mike Sapraicone’s Street Smart” on Long Island News Radio.

Mike has lived on Long Island for 32 years and resides in Oyster Bay with his wife, Eileen. Mike is the father of five children and has five grandchildren.

Mr. Sapraicone will share his extensive experience working across the public and private sectors and the opportunities and challenges of running for an elected position in the U.S. Congress.

Our guest speaker will be John Rowan, Suffolk County Police Department Chief of Detectives. Chief Rowan joined the Suffolk County Police Department in 1993. During his career, he has held various supervisory roles, including Commanding Officer of the 3rd Precinct from 2018-2022 and Commanding Officer Major Crimes Bureau, where he oversaw Homicide, Major Cases, Special Victims, and Hate Crimes. He was also tasked during that time as the primary liaison with the Federal agencies assigned to work MS 13 murders. He traveled to El Salvador in January 2018 and was recognized by Homeland Security for participating in Operation Matador, a joint task force investigating MS 13. He also served as a Captain in Internal Affairs and was the Commanding Officer of the First Squad Detectives, where he held the rank of Detective Lieutenant.

Our guest speaker will be Patrick Boyle, Executive Director of IgniteLI, the Manufacturing Consortium of Long Island, which supports and advocates for the regions manufacturing sectors. In this role, he acts as the voice for the industry. In addition, he collaborates with other regional non-profits to bring benefits, business, and opportunity to Long Island’s industrial sectors.  Mr. Boyle comes from the government, having served in the New York Senate as the Director of its Veterans, Homeland Security, and Military Affairs Committee and Deputy Chief of Staff for the Third Senate District.
Patrick graduated from The Citadel, the Military College of South Carolina, with a BA in International relations and Military Affairs. He is currently a student at LIU’s Homeland Security and Terrorism Institute, focusing on cyber security policy and emergency services. 
Mr. Boyle will share his extensive experience working across the public and private sectors to promote business opportunities and protect the critical infrastructure across Long Island.

Our guest speaker will be Dr. Errol D. Toulon, Jr., Sheriff of Suffolk County, New York’s, the 67th Sheriff, and the county’s first African American to be elected to a non-judicial countywide office. Now serving his second term as Suffolk’s highest-ranking law enforcement official, he continues to work to serve and protect the county’s 1.5 million residents. Sheriff Toulon has more than 30 years of criminal justice experience, heavily centered upon corrections intelligence and combating gang violence. Prior to serving as Suffolk County Sheriff, Toulon worked for 25 years with the New York City Department of Correction, beginning his career as an NYC correction officer and culminating as the Deputy Commissioner of Operations.
Sheriff Toulon has been recognized by countless law enforcement agencies, distinguished organizations, and publications across the nation for his work in corrections and law enforcement. He is an active member in several renowned organizations, including the Major County Sheriffs of America, where he was recently assigned to their Intelligence Commanders Committee to work on ways to share intelligence nationwide.

Our guest speaker will be R.S. Richard, Jr, Chief of Cyber Security with the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Region 2 located in New York, NY. Rich is a native Long Islander who served in the U.S. Navy from 1983 to 2003. After honorably retiring from the Navy in 2003 as a Data Systems Technician Chief Petty Officer, he worked at the Naval Network Warfare Command as a Senior Cyber Security Engineer managing a team of cyber security engineers. Chief Richard also was an Information Systems Security Manager with Northrop Grumman in Bethpage, NY. He returned to service to the country in 2016, transitioning to the Department of Homeland Security / Cybersecurity & Infrastructure Security Agency (CISA).
Chief Richard will share his extensive Cyber expertise to present on CISA’s cyber resources for business & critical infrastructure (Public/Private Partnership)

Ferro was most recently a two-star assistant chief and previously served as commanding officer of several precincts, oversaw the Major Case Bureau and Narcotics, and has received ten departmental awards.

Chief Ferro will share his extensive law enforcement expertise committed to protecting Nassau County residents with our members.

Our guest speaker will be Lt. Joseph Pangaro (Ret), CEO and Chief Security Officer of True Security Design. Lt. Joe is a retired, 27-year veteran police officer who was the lead training instructor of his police agency and certified as an instructor by the NJ Police Training Commission. In addition, he was trained in school security assessments by the Department of Homeland Security. He is also a trained and certified crime prevention officer who continues to train police officers at police academies throughout the Northeast. Lt Pangaro is also a former Director of School Security for a large district in NJ, and he is an award-winning columnist and author.

He will share his extensive law enforcement experience and discuss his role as a school and workplace security expert and trainer with the membership.

Our guest speaker will be Michael Lewis, the Senior Supervisory Resident Agent of the Long Island Office of the Federal Bureau of Investigation. The office is responsible for investigating Federal Criminal, Terrorism, and National Security violations that occur within Nassau and Suffolk Counties. He has been with the FBI for more than eighteen years. Prior to his current role, Mr. Lewis served on the New York Joint Terrorism Task Force as both a field agent and a squad supervisor. He began his career in the FBI investigating Organized Crime and labor racketeering cases in New York City. Before joining the FBI, Mr. Lewis was an Assistant District Attorney in Manhattan, where he prosecuted a wide range of street-level criminal offenses. Mr. Lewis holds a law degree from the University of Maryland and graduated with a Master of Forensic Science degree from The George Washington University. He lives with his wife and two children in Nassau County, New York.  

He will be sharing his extensive federal law enforcement experience and discussing his role as Long Island’s lead FBI resident agent with the membership.

Our guest speaker will be Rodney K. Harrison, Police Commissioner of Suffolk County, New York.

Commissioner Harrison began his career with the New York City Police Department as a Cadet in 1991. During his New York City Police Department career, Harrison has achieved every rank from Cadet to Chief of Department, including time as an undercover detective and Precinct Detective Squad Robbery Apprehension Module. Harrison worked across NYC, from Staten Island to the Bronx, holding a position in each of the five boroughs. During his tenure, he had the privilege to command both the 28th and 32nd Precincts of Harlem. Additionally, he had the honor of being bestowed as the first African American Chief of Detectives in the Bureau’s 175-year history. The NYPD Chief of Department rank is the highest-ranking uniformed member of the service within the NYC Police Department. Additionally, he achieved another historical milestone by becoming the first Cadet to ever rise to the rank of Chief of Department. He also was awarded the Combat Cross for extraordinary heroism while under fire from an armed perpetrator in 2013.

Following his retirement from the NYPD, after a 30-year career, Suffolk County Executive Bellone nominated Harrison to be Suffolk County’s Police Commissioner and was confirmed by the Suffolk County’s legislature unanimously on December 23, 2021. Harrison would become the first Black Police Commissioner in Suffolk County department’s history.

He will be sharing his extensive law enforcement experience and discussing his role as the county’s Top Cop with the membership.
